To migrate to Canada from the Philippines, most Filipinos apply for permanent residence through Express Entry or a Provincial Nominee Program: you prove your English or French ability with an approved test, have your Philippine education assessed for Canadian equivalency, document your skilled work experience under Canada’s NOC system, gather Philippine records like your PSA birth certificate and NBI clearance, show you have enough settlement funds, and submit your application online to Immigration, Refugees and Citizenship Canada (IRCC). Which program you use, and how prepared your documents are before you apply, decides how long the whole thing takes.
Choose the Right Immigration Program First
Picking the wrong program wastes months. Before you pay for a language test or an educational assessment, confirm which pathway you actually qualify for.
Express Entry
Express Entry is an online system that manages three federal economic programs: the Federal Skilled Worker Program for people with foreign or Canadian skilled work experience, the Canadian Experience Class for those who already have eligible Canadian work experience, and the Federal Skilled Trades Program for qualified tradespeople.1Immigration, Refugees and Citizenship Canada. Express Entry – Who Can Apply You create a profile, get ranked in the pool by the Comprehensive Ranking System (CRS), and wait for an Invitation to Apply in one of IRCC’s regular draws.2Government of Canada. Immigrate Through Express Entry
IRCC also runs category-based draws targeting healthcare workers, STEM professionals, French-language speakers, and skilled trades workers. These often have lower CRS cutoffs than general draws, so check whether your occupation falls into a priority category before assuming you need a high score.
Provincial Nominee Programs
Every Canadian province and territory runs its own Provincial Nominee Program (PNP) to fill local labor shortages. A nomination through an Express Entry-linked stream adds 600 points to your CRS score, which effectively guarantees an invitation.3Immigration, Refugees and Citizenship Canada. Immigrate as a Provincial Nominee Some PNP streams also let you apply directly outside Express Entry under their own rules and timelines. Eligibility varies by province, so research the specific province where you want to settle.
Atlantic Immigration Program
The Atlantic Immigration Program covers New Brunswick, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island, and requires a full-time, non-seasonal job offer from a designated employer in one of those provinces. For NOC TEER 0 through 3 jobs, the position must last at least one year from the date you become a permanent resident. For TEER 4 jobs, the offer must be permanent.4Immigration, Refugees and Citizenship Canada. Immigrate Through the Atlantic Immigration Program – Get a Job Offer
Family Sponsorship
Canadian citizens and permanent residents can sponsor spouses, common-law partners, and dependent children. Parents and grandparents sponsorship uses a separate, limited intake system; the 2025 intake has closed and details on the next round have not yet been published, so confirm the current intake status before planning around it.5Government of Canada. Sponsor Your Parents and Grandparents
Study and Work Permits as a Path to PR
Study permits and work permits aren’t permanent residence programs, but they build toward one. Canadian work experience gained on a valid work permit can qualify you for the Canadian Experience Class. International graduates from Canadian institutions are often eligible for post-graduation work permits, which then generate the Canadian work experience an Express Entry application needs.
Meet the Core Eligibility Requirements
Language Proficiency
Every economic program requires a language test result. For English, IRCC accepts IELTS General Training, CELPIP-General, and PTE Core. For French, TEF Canada and TCF Canada.6Government of Canada. Express Entry Language Test Results
Minimum scores use the Canadian Language Benchmarks (CLB). The Federal Skilled Worker Program requires CLB 7 across all four abilities. The Canadian Experience Class requires CLB 7 for NOC TEER 0 or 1 jobs and CLB 5 for TEER 2 or 3 jobs. The Federal Skilled Trades Program requires CLB 5 in speaking and listening and CLB 4 in reading and writing.6Government of Canada. Express Entry Language Test Results Hitting the minimum only makes you eligible; higher scores earn substantially more CRS points, so aiming above CLB 9 is one of the highest-return moves a Filipino applicant can make.
Educational Credential Assessment
If you studied outside Canada, you need an Educational Credential Assessment (ECA) confirming that your Philippine degree or diploma is equivalent to a Canadian one.7Immigration, Refugees and Citizenship Canada. Educational Credential Assessment The ECA is mandatory for the Federal Skilled Worker Program and earns you education points in Express Entry. World Education Services (WES) is a commonly used provider, with a standard fee of C$264 before taxes and delivery.8World Education Services. ECA – Evaluations and Fees A WES ECA is valid for five years, so don’t order it years before you plan to apply.
Skilled Work Experience Under the NOC
Most economic programs require skilled work experience categorized under Canada’s National Occupational Classification system, which sorts jobs by required training, education, experience, and responsibilities.9Government of Canada. Find Your National Occupational Classification (NOC) Look up your occupation in NOC 2021 and confirm it falls in an eligible TEER category before spending money on anything else. If your Philippine job title doesn’t map to a Canadian NOC code with matching duties, the application won’t clear the first stage.
Medical Examination and Police Certificates
You and every family member listed on your application need a medical exam by an IRCC-approved panel physician. You can find one in the Philippines through IRCC’s online panel physician directory.10Immigration, Refugees and Citizenship Canada. Find a Panel Physician Fees vary by clinic, so call ahead. You also need police certificates from every country where you or any family member aged 18 or over has lived for six consecutive months or more in the past ten years. Time in Canada doesn’t require one.11Government of Canada. Express Entry Police Certificates
Show You Have Enough Settlement Funds
Federal Skilled Worker and Federal Skilled Trades applicants must prove they can support themselves and their family after arriving in Canada. As of July 2025, the minimum amounts in Canadian dollars are:
- 1 family member: C$15,263
- 2 family members: C$19,001
- 3 family members: C$23,360
- 4 family members: C$28,362
- 5 family members: C$32,168
- 6 family members: C$36,280
- 7 family members: C$40,392
- Each additional member beyond 7: add C$4,112
These figures update annually, so check the IRCC page before applying. Prove the amount with bank statements, investment certificates, or similar documents showing the funds have been available over time, not just deposited the day before you apply. Two groups are exempt: Canadian Experience Class applicants, and any Express Entry applicant who has both a valid job offer and authorization to work in Canada.12Canada.ca. Gather Your Philippine Documents
Document preparation is where most Filipino applicants lose time. Some records take weeks to obtain and have short validity windows, so start early and sequence carefully.
- Valid Philippine passport, with enough validity to cover the application timeline.
- PSA-authenticated birth certificate.
- PSA-authenticated marriage certificate, if applicable.
- Diplomas, transcripts, and the completed ECA report.
- Official language test results from IELTS, CELPIP, PTE Core, TEF, or TCF.
- Employment reference letters stating your job title, duties, and dates, backed up by pay slips.
- Bank statements or investment certificates covering the proof-of-funds period.
- NBI clearance.
- Medical exam results from an IRCC-approved panel physician.
Getting Your NBI Clearance
The National Bureau of Investigation clearance is your Philippine police certificate for IRCC. Apply online at clearance.nbi.gov.ph, pay electronically or at a payment counter, then visit an NBI office for biometrics with two valid government-issued IDs. A “No Hit” result is usually printed the same day; a “Hit” result means returning on a scheduled date for further verification.13National Bureau of Investigation. NBI Clearance Don’t get it too far ahead of your application, because police certificates have limited validity and IRCC may reject an older one.
If you’ve lived in another country for six consecutive months or more since turning 18, you also need a police certificate from there.14Government of Canada. Police Certificate – When to Get a Police Certificate Foreign police certificates can take much longer to obtain than the NBI clearance, so request them first.
Budget for the Full Cost
Government fees are only part of the total. For Express Entry economic programs, the principal applicant pays C$1,525, made up of a C$950 processing fee and the C$575 Right of Permanent Residence Fee (RPRF). Each dependent child costs C$260.15Immigration, Refugees and Citizenship Canada. Citizenship and Immigration Application Fees The RPRF applies to the principal applicant and spouse but not to dependent children or protected persons.16Immigration, Refugees and Citizenship Canada. What Is the Right of Permanent Residence Fee? Biometrics cost C$85 per person, capped at C$170 for a family of two or more applying together.17Immigration, Refugees and Citizenship Canada. Pay Your Application Fees Online
On top of that, you pay separately for your language test (around PHP 13,660 for IELTS General Training in the Philippines), your ECA (starting at C$264 through WES before delivery and taxes), and your medical exam (varies by physician). A single applicant without dependents should plan for total costs in the range of C$2,500 to C$3,000 or more once government fees, testing, assessments, and medical expenses are combined.
Submit Your Application
Create Your Express Entry Profile
The first formal step for Express Entry is creating an online profile on the IRCC website with your personal details, work history, education, and language scores. The system calculates your CRS score and places you in the pool. Update the profile if anything changes, such as a better language score or a provincial nomination.
Wait for an Invitation to Apply
IRCC draws the highest-scoring candidates from the pool at regular intervals.2Government of Canada. Immigrate Through Express Entry Once you receive an Invitation to Apply, you have 60 days to submit a complete application with every required document. The deadline is firm: miss it and the ITA expires, forcing you back into the pool. That 60-day window is why gathering documents before you enter the pool matters so much.
Biometrics and Medical Exam
After you submit, IRCC will instruct you to give biometrics at a Visa Application Centre. In the Philippines, the Canada Visa Application Centre is at the 29th Floor, The World Center Building, 330 Sen. Gil J. Puyat Ave, Makati City, Metro Manila.18VFS Global. Manila – VFS Canada If you haven’t done your medical exam yet, book it with a panel physician at this stage.
Approval and Your COPR
If IRCC approves your application, you receive a Confirmation of Permanent Residence (COPR), and as a Philippine passport holder, a permanent resident visa.19Immigration, Refugees and Citizenship Canada. If Your Express Entry Application Is Approved The COPR carries an expiry date. You must enter Canada before that date to complete the landing process.
What to Do After You Land
At the port of entry, a border officer verifies your documents and formally confirms your permanent resident status. Your PR card is mailed to you automatically after arrival, but you must give IRCC a Canadian mailing address within 180 days of becoming a permanent resident. Miss that window and you’ll need to apply for the card separately and pay a C$50 fee.20Government of Canada. Travelling With a Permanent Resident Card
