How to Renew Your Russian Passport in the USA

To renew your Russian passport in the USA, you apply in person at the Russian consular office assigned to your state of residence, submit a completed Zayavleniye application along with your supporting documents, pay the consular fee, and wait several months for the new passport to be issued. Russia maintains three consular posts on U.S. soil, and you have to use the one your address falls under. Start the process early. Between appointment availability, document preparation, and the actual processing time, the full renewal commonly runs half a year or more.

Find the Consulate Assigned to Your State

Russia operates three consular offices in the United States, and each covers a fixed group of states. Submitting to the wrong office will get your application rejected.1Embassy of the Russian Federation in the USA. Russian Consulates in the U.S.

  • The Consular Section of the Embassy in Washington, D.C., serves Alaska, California, Delaware, District of Columbia, Florida, Georgia, Hawaii, Idaho, Kentucky, Maryland, Montana, Nevada, North Carolina, South Carolina, North Dakota, South Dakota, Oregon, Tennessee, Utah, Virginia, Washington, West Virginia, Wyoming, Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands.
  • The Consulate General in New York serves Connecticut, Illinois, Indiana, Maine, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, and Wisconsin.
  • The Consulate General in Houston serves Alabama, Arizona, Arkansas, Colorado, Iowa, Kansas, Louisiana, Mississippi, Missouri, Nebraska, New Mexico, Oklahoma, and Texas.

The boundaries aren’t always intuitive. California residents, for example, apply through Washington, D.C., not through a West Coast office. Confirm your jurisdiction on the Embassy’s website before you start filling out forms.

Choose the Five-Year or Ten-Year Passport

Two options are available. The five-year passport uses a laminated photo on the biographical page and has no electronic chip. The ten-year biometric passport, issued since 2010, stores your digital photo and fingerprints on a chip embedded in a hard plastic data page with holographic security features.2U.S. Department of State. The five-year passport lets you submit a pre-printed photograph. The ten-year passport requires your photo and fingerprints to be captured at the consulate during your appointment, so there is no way to reduce the in-person portion. In exchange, you skip the renewal cycle for twice as long.

Adult consular fees are approximately $30 for the five-year passport and approximately $80 for the ten-year biometric version. For children under 14, the figures are roughly $10 and $40.3Embassy of the Russian Federation in the USA. Passport for Russian Children Under 18 Years Old

Gather Your Documents

The application itself is the Zayavleniye, completed electronically before your appointment. It asks for detailed biographical information, data from your current international passport, and information from your Russian internal passport if you have one. It also asks you to list every job and educational institution from the past ten years, with exact dates, organization names, and locations. Consular officers review this carefully, and gaps or errors are a common reason for rejection. Once you submit the form online, it produces a barcode. Print it, sign it, and bring the hard copy.

Along with the printed form, collect:

  • Your current or expired international passport, in the original, even if long expired.
  • Your Russian internal passport if you have one, original plus a copy of all pages.
  • A copy of your birth certificate.
  • Documentation for any name change since your last passport. Documents from non-Russian authorities generally require a certified translation and an Apostille.
  • Proof of legal U.S. status, such as a Green Card or valid U.S. visa.
  • Photographs. For the five-year passport, bring printed passport-sized photos. For the ten-year biometric passport, the photo is taken at the consulate.

Apostille and Translate Any U.S.-Issued Documents

Any non-Russian document you plan to submit, such as a U.S. marriage certificate reflecting a name change, generally needs both a certified translation into Russian and an Apostille. The Apostille is a standardized international authentication stamp, and in the United States it comes from the Secretary of State’s office in the state where the document was notarized or issued.4Consulate General of the Russian Federation in Houston. The Apostille does not replace the translation. You need both, in order: the Apostille on the original document first, then a certified translation of the apostilled document. Translation services typically charge around $39 per page, and state Apostille fees vary. Budget several weeks if you’re requesting the Apostille by mail, since state processing times differ. This step catches people off guard because it can’t be rushed at the last minute.

Confirm Citizenship First If You Have No Valid Russian Passport

If you no longer hold any valid Russian passport, the consulate cannot simply issue a new one. You have to go through a formal citizenship verification process first, in which Russian authorities confirm that you are in fact a Russian citizen. This most often comes up when an international passport has been expired for years and the applicant never obtained or has lost the internal passport.5Consulate General of the Russian Federation in Houston. Russian Citizenship Verification

Verification requires a separate application, a questionnaire in Russian, copies of any identification you do have, and a consent form for personal data processing. The consulate forwards the file to Russian authorities. By law the review takes two to three months, but in practice it often takes longer, and complicated cases involving adoption records or missing paperwork can stretch to a year or more.5Consulate General of the Russian Federation in Houston. Russian Citizenship Verification

Only after a positive confirmation can you file the actual passport application. The verification timeline sits on top of ordinary passport processing, so the total wait can easily exceed six months. If you think this step applies to you, start immediately.

Book the Appointment and Submit in Person

Once your documents are ready, book an in-person appointment through your consulate’s online scheduling system. Each office runs its own portal.6Embassy of the Russian Federation in USA (Washington DC). Online Appointment System

Availability is tight. Slots often book weeks or months out, particularly in Washington and New York, which cover the largest number of states. New slots can appear at unpredictable times, so check often. If you’re applying for the ten-year biometric passport, there is no substitute for the in-person visit, because the consulate has to capture your fingerprints and digital photo on-site.

Bring every original document and every copy on the day of your appointment. The consular officer will review the packet for completeness, verify your identity, and take payment. Expect thorough questioning, especially about your employment history and supporting documents.

Fees and How to Pay

Fees by passport type and age:

  • Five-year standard passport: approximately $30 for adults and children 14–18; approximately $10 for children under 14.
  • Ten-year biometric passport: approximately $80 for adults and children 14–18; approximately $40 for children under 14.

Accepted payment methods vary by consulate and have changed in recent years. As of early 2025, the Houston Consulate General takes American bank cards and cash but does not accept money orders.7Consulate General of the Russian Federation in Houston. Payment Method Update

Other offices set their own rules. Check your specific consulate’s website or call ahead. Arriving with only a money order when the office won’t accept one will waste your slot.

Processing Time and Getting the Passport Back

Processing for applications filed at a consulate abroad generally takes several months, substantially longer than passport processing inside Russia.2U.S. Department of State. Russian Federation – Passports and Other Travel Documents

The actual wait depends on the office’s workload. Some applicants report shorter than three months; others wait longer. If citizenship verification was required first, add that timeline on top. Do not book international travel around a specific expected issue date unless you have generous cushion.

When the passport is ready, the consulate notifies you. You can pick it up in person or, at the Washington Embassy, request delivery by mail. Mail delivery requires a prepaid USPS Priority Mail or Priority Mail Express envelope with a tracking number and sufficient postage, and you accept all risk of loss or damage in transit.8Embassy of the Russian Federation in the United States of America. Application for Passport Delivery by Mail

Whether the New York and Houston offices offer mail delivery depends on the office. If in-person pickup will be hard for you, ask your consulate before the initial appointment, and bring the prepaid envelope that day if mail delivery is available.

Renewing a Child’s Passport

Russian children need their own passport to travel to Russia, regardless of age. The child and at least one parent must both appear in person at the consulate.3Embassy of the Russian Federation in the USA. Passport for Russian Children Under 18 Years Old

The parent completes the online application in Russian on the child’s behalf, including full parental information. Required documents include the child’s Russian birth certificate, the child’s previous passport (or a police report if lost), passport-sized photos of both the child and the applying parent, and copies of the parent’s and child’s U.S. passports if applicable.

Processing runs faster than for adults in some cases. A five-year passport for a child under 14 can be issued in as little as two weeks. A ten-year biometric passport for any minor takes approximately two months.3Embassy of the Russian Federation in the USA. Passport for Russian Children Under 18 Years Old

If the child’s previous passport is expired and no valid Russian identification exists, citizenship verification is required first, adding months to the timeline.

A Warning for Dual Nationals Planning to Visit Russia

Many Russian citizens in the United States also hold U.S. citizenship or permanent residency. Russia does not formally recognize dual citizenship with most countries, but it does not prevent dual nationals from holding a Russian passport, and the renewal process is not affected by your U.S. immigration status.

The problem is exit, not entry. If you enter Russia on your Russian passport and it expires while you’re there, Russian authorities will not let you leave on your U.S. passport. You would have to get a new Russian passport domestically, which can take months. Passport extensions issued by consulates abroad are not recognized as valid for departure from Russia.9U.S. Embassy and Consulates in Russia. U.S.-Russian Dual Nationals

Russian men between 18 and 27 face an additional concern. Those considered Russian citizens who have not completed military service obligations may encounter difficulties when dealing with Russian authorities, including at consulates.9U.S. Embassy and Consulates in Russia. U.S.-Russian Dual Nationals

Renew well before your passport expires, especially if any trip to Russia is on the horizon. Getting stuck there with an expired document and no fast way out is entirely avoidable with early planning.
