HRD Attestation: Documents, Chain, Fees, and Timelines

What HRD Attestation Means

The central HRD Ministry was renamed the Ministry of Education in August 2020, but many state departments kept the old label. Bihar’s Higher Education division, Jharkhand’s Human Resource Development Department, and Uttar Pradesh’s HRD Secretariat all still appear under the HRD name in official MEA records.1Ministry of External Affairs. During the process, the state department contacts your university or board, cross-checks that the certificate is real, and confirms the details match their records. Once verified, it affixes an attestation stamp. That stamp is what allows the document to move to the next stage at the national level.

When You Need It

Foreign governments, universities, and employers have no direct way to verify whether an Indian degree is legitimate. HRD attestation gives them an official government-backed confirmation, and without it the Ministry of External Affairs will not process the apostille or embassy attestation most countries require.1Ministry of External Affairs. The typical triggers are admission to a foreign university, a job offer abroad, a work visa or employment permit application, and permanent residency or immigration. Gulf countries are strict about requiring the full attestation chain, and skipping the HRD step will stall the entire application.

One boundary worth naming: U.S. work visa petitions such as the H-1B and L-1 do not specifically list HRD attestation as a required document. Which Documents Go Through HRD

HRD attestation applies to educational documents only. That means degree certificates, diplomas, mark sheets, provisional certificates, and academic transcripts from recognized universities and boards, along with matriculation and secondary-level certificates.1Ministry of External Affairs. Personal documents follow a different track. Birth certificates, marriage certificates, affidavits, and powers of attorney are authenticated by the Home Department or the Sub-Divisional Magistrate, not the education department.3VFS Global. Where HRD Fits in the Full Chain

HRD attestation is step one of a multi-level process. Knowing what comes after prevents a lot of wasted time.

State-Level HRD Authentication

Your documents must be authenticated by the Education or HRD Department of the state or union territory where they were issued, not where you now live. If your degree is from a Maharashtra university and you live in Karnataka, Maharashtra handles the attestation. The department verifies authenticity by cross-referencing with the issuing university or board, which usually takes two to six weeks depending on how quickly the university responds.1Ministry of External Affairs. University verification fees vary widely. Some institutions charge a few hundred rupees per certificate; others charge several thousand. Fees often rise for older certificates, so a degree more than a decade old will typically cost more to verify.

MEA Attestation or Apostille

Once the state stamp is on the document, it goes to the Ministry of External Affairs for attestation or apostille depending on the destination. The MEA will only process documents that already carry the state department’s authentication.4Ministry of External Affairs Government of India. Embassy Attestation, If Required

India joined the Hague Apostille Convention in 2005.5HCCH. For non-member countries, including the UAE, Saudi Arabia, Qatar, and Kuwait, you still need a further attestation from that country’s embassy or consulate in India after the MEA step.

What to Submit for HRD Attestation

Requirements at the state stage generally include:

  • Original educational certificates you want authenticated (degree, diploma, or mark sheets)
  • Photocopies of each document for the department’s records
  • Passport copy, typically the first and last pages
  • Completed application form from the relevant state HRD or Education Department

Specific forms and local procedures vary by state, so check with the state department directly rather than assuming the checklist is identical everywhere. Fees and Processing Times

Government charges at the MEA level are modest. Normal MEA attestation carries no government fee. Apostille costs Rs. 50 per document. The real costs sit elsewhere. University verification fees vary widely across institutions, and state HRD department fees differ from state to state. If you use a private attestation agency to run the process for you, its service charge will be the largest line item; the underlying government fees are not what makes attestation expensive.

Total time depends on the issuing state and how responsive the university is. State-level HRD verification takes roughly two to six weeks. The MEA step adds a few days to a couple of weeks. Plan for one to two months at minimum, and longer if the university drags its feet.

The e-Sanad Route

The MEA’s e-Sanad portal moves parts of the process online. It connects with DigiLocker to allow real-time digital verification of documents held there, and when a document can be fetched from DigiLocker it goes straight to the MEA, which cuts the turnaround sharply. For documents verified through this digital route, MEA processing runs about two to three working days. The MEA is progressively integrating more Document Issuing Authorities and state governments into the portal, but not all universities and boards are connected yet; unconnected institutions follow the traditional offline route.8Ministry of External Affairs. Mistakes That Cause Delays

The biggest single cause of delay is filing with the wrong state. Attestation happens in the state where the institution is located, regardless of where you now live.

Other common problems include name discrepancies between the certificate and passport, incomplete photocopies, and applying for HRD attestation when the document actually needs SDM authentication. Personal documents like birth and marriage certificates belong in the SDM track; putting them through HRD means starting over.

Slow universities are the most frustrating obstacle and the hardest to control. If a visa or admission deadline is on the horizon, begin the attestation process well before you think you need to.
