Is There a CUSIP Number on Your Birth Certificate?

There is no CUSIP number on a birth certificate, and no secret government account is attached to yours. CUSIP numbers identify financial securities like stocks and bonds; birth certificates are vital records, not financial instruments. The idea that the two are linked is a conspiracy theory the U.S. Treasury Department has publicly debunked, and people who have acted on it have been convicted of federal crimes.1TreasuryDirect. What a CUSIP Number Actually Is

CUSIP stands for Committee on Uniform Securities Identification Procedures. It is a nine-character code used across the United States and Canada to identify financial securities so that banks, brokerages, and regulators can track and settle trades. The identifiers cover stocks, bonds, mutual funds, derivatives, and similar products.

CUSIP numbers are issued by CUSIP Global Services, and they are assigned to entities that issue securities, such as corporations, municipalities, and government agencies. The eligible categories include public and private equity offerings, debt offerings, and depositary receipts.2CUSIP Global Services. Processes and Procedures Individual people do not issue securities. There is no procedure in the CUSIP system for assigning a code to a person or to a vital record, and no CUSIP has ever been attached to a birth certificate.

What the Numbers on a Birth Certificate Really Mean

Birth certificates do carry identification numbers, but they are administrative, not financial. Since 1948, most state registrars have used a uniform format: an 11-digit number made up of a three-digit area code for the state or jurisdiction, a two-digit year of registration (almost always the year of birth), and a six-digit serial number assigned in the order births are filed.3Social Security Administration. Reviewing a Birth Certificate Birth Area Code A few states use different lengths; Pennsylvania uses seven digits.

This number exists so that vital records offices can file and retrieve records and so that agencies like the Social Security Administration can verify identity against a reported date of birth.3Social Security Administration. Reviewing a Birth Certificate Birth Area Code The rest of the document records your name, date and place of birth, parents’ names, and sometimes the hospital and attending physician. It is what you use to get a Social Security card, a passport, a driver’s license, and access to government benefits.4American Bar Association. Birth Certificates There is no hidden financial layer.

Where the Myth Comes From

The claim traces back to the “Strawman” or “redemption” theory. In that story, the United States became a corporation when it left the gold standard in 1933 and began using citizens as collateral; each birth certificate was converted into a tradable financial instrument, and a secret trust account worth hundreds of thousands of dollars was opened in each person’s name. Promoters say that with the right paperwork you can redeem the account to pay debts or collect cash.

The Treasury Department states plainly that “there is no monetary value to a birth certificate or a social security number/EIN,” that the “Exemption Accounts” these schemes point to are fictitious, and that “no one has profited from the Treasury Department by using these tactics.” Variations tell people to file UCC-1 Financing Statements, activate TreasuryDirect accounts, or use the government’s Savings Bond Calculator to create bonds. Treasury describes the people selling courses and templates as “scam artists” trying to defraud buyers into purchasing a fake product.1TreasuryDirect. Birth Certificate Bonds

Criminal and Financial Penalties for Acting on It

Trying to use a fake instrument based on the theory is a federal crime. Under 18 U.S.C. 514, creating, passing, or transmitting any fictitious instrument designed to look like a real obligation of the United States or another government authority is a class B felony carrying up to 25 years in prison. The U.S. Secret Service has authority to investigate.5Office of the Law Revision Counsel. 18 U.S. Code 514 – Fictitious Obligations The Treasury Department confirms that “federal criminal convictions have occurred in several cases.”1TreasuryDirect. The tax code has its own penalties. Filing a federal return based on a position the IRS treats as frivolous, which includes Strawman and birth certificate bond arguments, triggers a $5,000 civil penalty per submission, applied whether or not the return reduces tax owed. It also reaches frivolous amended returns and collection due process requests.7Office of the Law Revision Counsel. 26 U.S. Code 6702 – Frivolous Tax Submissions If the argument reaches Tax Court, the court can add a penalty of up to $25,000. Filing fraudulent UCC-1 Financing Statements against government officials or private individuals carries additional penalties under state law, which in many states include statutory damages of $10,000 or more plus attorney’s fees.

How to Recognize the Scam

The pitch tends to arrive through social media videos, online forums, and paid seminars. A few features show up in nearly every version:

  • Claims that the government is holding money in a secret account tied to your birth certificate or Social Security number. TreasuryDirect accounts hold only what the owner deposits from a personal bank account.1TreasuryDirect. Birth Certificate Bonds
  • Instructions to file UCC-1 Financing Statements to claim a “strawman” identity or to lien a government official’s property. Legitimate UCC-1 filings establish security interests in commercial transactions; using them this way is fraudulent.
  • Fees for courses, templates, or “authenticated” documents said to unlock the account. Treasury warns the promoters are simply taking the buyer’s money.1TreasuryDirect. Birth Certificate Bonds
  • Language about declaring yourself a sovereign citizen, separating your legal person from your physical self, or opting out of federal jurisdiction. Federal courts have rejected these arguments in every case that has reached them.

If someone wants payment for information about tapping a birth certificate trust fund, the only transaction taking place is the one draining your wallet. The scheme has no legal basis and no track record of success, and the Treasury Department has said as much in writing.
