Premarital Preparation Course: Providers, Certificate, and Timing

A Florida premarital preparation course is a voluntary four-hour class that, once both partners complete it, reduces the marriage license fee by $32.50 and waives the three-day waiting period before the license takes effect.1Florida Senate. Florida Code 741.0305 – Premarital Preparation Course Requirements and Filing Rules You don’t have to take it to get married in Florida. Skip it and you pay full price and wait three days.

Who Can Teach the Course

Only certain professionals can offer a course that qualifies for the discount and waiver:

  • Licensed psychologists under Chapter 490
  • Licensed clinical social workers, marriage and family therapists, or mental health counselors under Chapter 491
  • Religious representatives from institutions recognized under Section 496.404, if the representative has relevant training
  • Other providers designated by a judicial circuit, which can include certified school counselors

Every qualifying provider has to register with the clerk of the circuit court by sworn affidavit listing name, qualifications, license number (or, for religious representatives, a statement of relevant training), and contact address. A certificate from an unregistered provider will be rejected, so confirm registration with the clerk’s office before you enroll and pay. Each judicial circuit maintains its own list and may include providers offering the course on a sliding scale or for free.1Florida Senate. Length, Format, and Content

The course runs at least four hours. Partners can take it separately, which helps if your schedules don’t line up or one of you lives out of the area before the wedding.1Florida Senate. Florida Code 741.0305 – Premarital Preparation Course Requirements and Filing Rules Each partner needs an individual certificate.

Delivery can be in person, by video, through other electronic media, or any mix of those.1Florida Senate. Florida Code 741.0305 – Premarital Preparation Course Requirements and Filing Rules Online and self-paced options count, as long as the provider is registered.

Curriculum is suggested rather than mandated. A qualifying course may cover conflict management, communication, financial responsibilities, children and parenting responsibilities, and issues drawn from problems commonly reported by couples in counseling.1Florida Senate. Florida Code 741.0305 – Premarital Preparation Course Requirements and Filing Rules The statute says “may,” not “must,” so topic coverage varies by provider.

The Certificate and Filing It

At the end of the course, the provider issues a certificate of completion. For the clerk to accept it, the certificate must show the participant’s name, date of completion, and whether the course was delivered by personal instruction, video, electronic media, or a combination.1Florida Senate. Florida Code 741.0305 – Premarital Preparation Course Requirements and Filing Rules The provider’s registration information, including license number or religious affiliation, should appear on or with the document.

Check the certificate before you leave. A misspelled name or wrong date won’t match your ID and the clerk will flag it. Bring the original to your license appointment; most clerks won’t accept a photocopy or a phone screenshot.

What You Get at the Clerk’s Office

Both partners present their certificates when applying for the marriage license. Once the clerk verifies them against the provider registry, two things happen.

The license fee drops by $32.50. The base fee varies by county, but the reduction is fixed by statute.1Florida Senate. Florida Code 741.0305 – Premarital Preparation Course Requirements and Filing Rules

The three-day waiting period also disappears. Without a certificate, the clerk sets the license’s effective date three days out from the application date.2The Florida Legislature. Florida Statutes 741.04 – Issuance of Marriage License With a valid certificate, the license is effective immediately.

When You Don’t Need the Course

If neither partner is a Florida resident, the three-day waiting period doesn’t apply to you regardless of whether you took a course.2The Florida Legislature. Florida Statutes 741.04 – Issuance of Marriage License Out-of-state couples planning a Florida wedding can get the license and marry the same day. The $32.50 fee discount, though, still requires a certificate.

Florida residents who haven’t taken the course can ask a county court judge to waive the waiting period on hardship grounds for good cause.2The Florida Legislature. Florida Statutes 741.04 – Issuance of Marriage License The statute doesn’t define either term, so outcomes depend on the judge and the facts. For most couples, the four hours is the easier route.

Don’t Wait Too Long Between Course and Ceremony

The license expires 60 days after issuance, and no officiant may legally perform the ceremony after that date.3The Florida Legislature. Florida Statutes 741.041 – Marriage License Application Valid for 60 Days The expiration date is printed on the license. Miss the window and you start over: new application, new fee, and a new course certificate if you want the discount and waiver again. The course itself has no expiration listed in the statute, but you don’t want to time it so far ahead that you forget to apply for the license before your ceremony date slips past the 60-day cap.
