At 20 years old, you have every right that comes with legal adulthood in the United States — you can vote, sign contracts, marry, enlist, serve on a jury, and buy a rifle or shotgun from a licensed dealer — but a short, important list of activities stays off-limits until you turn 21. Nothing new unlocks at 20 itself. What matters at this age is knowing which doors are already open, which stay closed for another year, and where everyday life gets unexpectedly complicated because you’re not yet 21 or 25.
Rights You Already Have
Everything you gained at 18 still applies. The 26th Amendment protects your right to vote in federal, state, and local elections.1U.S. Government Publishing Office. Constitution of the United States: Analysis and Interpretation You can sign a binding lease, take out a loan, or enter any other contract in your own name. You also carry full legal responsibility for your actions. By 20 you’ve had these capabilities for two years, and none of them change between 18 and 21.
Selective Service
If you’re a male U.S. citizen or male immigrant between 18 and 25, you’re required to be registered with the Selective Service System.5Selective Service System. Who Needs to Register The FY2026 National Defense Authorization Act, signed in December 2025, made registration automatic.6Selective Service System. About Selective Service If you turned 18 before the automatic system took effect, verify your status at sss.gov. Failing to register has lasting consequences, including permanent ineligibility for most federal employment and federal job training, and possible delays in citizenship proceedings for immigrants.7Selective Service System. What You Still Can’t Do Until 21
The restrictions that genuinely separate 20 from 21 cluster around substances, handguns, and gambling. These are federal and state laws, not store policies.
Alcohol
You cannot legally purchase or publicly possess alcohol anywhere in the country. The National Minimum Drinking Age Act of 1984 pushed every state to set the minimum at 21 by tying federal highway funds to compliance, and every state now complies.8Office of the Law Revision Counsel. 23 U.S. Code 158 – National Minimum Drinking Age9U.S. Department of Transportation. Minimum Drinking Age Laws Fact Sheet Some states allow narrow exceptions for private consumption with a parent present or for religious ceremonies, but purchase and public possession are off the table.
Tobacco and Nicotine
Federal law prohibits the sale of any tobacco product — cigarettes, cigars, pipe tobacco, e-cigarettes — to anyone under 21. The “Tobacco 21” rule took effect in December 2019 and binds every retailer.10Food and Drug Administration. Tobacco 21 Possession by someone under 21 isn’t itself a federal crime, but the sales ban cuts off lawful access.
Handguns
Licensed firearms dealers cannot sell handguns or handgun ammunition to anyone under 21.4Bureau of Alcohol, Tobacco, Firearms and Explosives. Minimum Age for Gun Sales and Transfers Private sales and transfers between individuals are governed by state law, which varies.
Recreational Cannabis
Every state that has legalized recreational cannabis — around 25 of them — sets 21 as the minimum age for purchase, possession, and use. No state lets a 20-year-old walk into a dispensary and buy recreationally. Medical cannabis programs sometimes use different age rules.
Casino Gambling
Most states with commercial or tribal casinos require you to be 21 to enter the gaming floor. A smaller group allows casino entry at 18, and tribal casinos sometimes set their own ages. Online sports betting generally requires 21, though a few states allow 18. State lotteries are usually open at 18. If you’re planning a trip to Las Vegas or Atlantic City, don’t count on getting onto the floor at 20.
Money and Health Coverage
At 20 you’re legally capable of taking on debt, but several federal rules still treat you partly as a dependent.
Staying on a Parent’s Health Plan
The Affordable Care Act requires any group or individual health plan that offers dependent coverage to keep adult children on a parent’s policy until age 26.11eCFR. 45 CFR 147.120 – Eligibility of Children Until at Least Age 26 It doesn’t matter if you’re married, employed, in school, or living in another state.12U.S. Department of Labor. Young Adults and the Affordable Care Act FAQs Insurers can’t charge extra to keep you on. The one gap: your own children (your parents’ grandchildren) don’t have to be covered under this rule. If a parent’s plan isn’t available, you can buy individual coverage through the Health Insurance Marketplace, and premiums at 20 are generally among the lowest, since marketplace pricing is partly age-based.
Credit Cards
The Credit CARD Act of 2009 makes approval harder before 21. Issuers must verify that under-21 applicants have independent income sufficient to make payments, or get a cosigner who is 21 or older. Most major issuers no longer accept cosigners, so approval at 20 usually depends on showing income. Secured and student cards are the most realistic routes for building credit.
Federal Financial Aid
The FAFSA treats almost all undergraduates under 24 as dependents of their parents. Your parents’ income and assets factor into your aid eligibility whether or not they help you pay. The exceptions are narrow: marriage, having dependents of your own, military service or veteran status, foster care or ward-of-the-court status after age 13, or legal emancipation. A financial aid officer can grant a dependency override for documented abuse or abandonment, but schools won’t override simply because parents refuse to contribute.
Everyday Hurdles at 20
Some of what makes 20 inconvenient isn’t law — it’s industry policy with the same practical effect.
Renting a Car
Most major rental companies require renters to be at least 21, and some won’t rent to anyone younger at all. New York and Michigan require rental companies to offer vehicles to 18-year-olds, but those rentals carry steep daily surcharges. Even after 21, expect a young-renter fee until 25, averaging around $25 per day and sometimes much higher. In New York, one major company charges $84 per day for renters aged 18 to 20.13Avis. Avis Age Requirements On a week-long rental the surcharge can exceed the base cost of the car.
Hotels
Most hotels set check-in at 18, since that’s when you can be bound by the reservation contract. Hotels in Las Vegas, Miami Beach, and some resort areas often require guests to be 21, largely to manage underage drinking and gambling. All-inclusive resorts and properties with minibars sometimes set higher floors. These are property or chain policies, so they vary.
Jobs Involving Alcohol
There’s no single federal rule setting the age for serving alcohol. State and local law control, and requirements vary widely. Some states allow 18-year-olds to serve beer and wine in restaurants; others require servers to be 21. Bartending almost always requires 21.14Alcohol Policy Information System. Minimum Ages for On-Premises Servers and Bartenders Several states have lowered their minimum serving ages since 2021, so check your state before assuming a job is or isn’t open to you.
Flying
If you’re pursuing aviation, 20 is a working age. You can already hold a private pilot certificate (available at 17) and a commercial pilot certificate (available at 18).15eCFR. 14 CFR 61.103 – Eligibility Requirements, General The airline transport pilot certificate requires age 23, with a restricted version available at 21 for pilots with qualifying military or educational backgrounds.
Running for Office at 20
You can run for many local offices — city council, school board, and similar positions — depending on the jurisdiction. Federal office is gated by the Constitution: 25 for the House of Representatives, 30 for the Senate, and 35 for the presidency.16Congress.gov. Overview of House Qualifications Clause17USAGov. Constitutional Requirements for Presidential Candidates State legislatures and governorships set their own minimum ages, which vary. Local government is where a 20-year-old can actually get on a ballot.
