Restriction P on a driver’s license usually appears on a commercial learner’s permit, where it is a federal code meaning the holder cannot carry passengers on a commercial bus. On a standard non-commercial license, the letter P has no national meaning: each state assigns its own restriction codes, so the same letter can require very different things depending on where your license was issued. Which type of license you hold determines which answer applies to you.
What Restriction P Means on a Commercial Learner’s Permit
Under federal regulations, restriction code P stands for “No passengers in CMV bus.” It is applied automatically to any commercial learner’s permit issued with a passenger (P) endorsement.1eCFR. 49 CFR 383.153 – Information on the CLP and CDL Documents The reason is simple: a CLP holder is still in training and has not passed the full CDL skills test in a passenger-carrying vehicle. Until that test is done, members of the public cannot ride.
A CLP holder who has passed the passenger endorsement knowledge test may still operate a commercial bus in training, but only with specific people on board. Federal rules allow the accompanying CDL holder supervising the trainee, federal or state auditors and inspectors, CDL test examiners, and other CLP holders participating in training.2eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP) Anyone outside those categories counts as a passenger and is prohibited.
How to Remove Restriction P From a CLP
To clear restriction P, you have to pass the CDL skills test in a passenger-carrying vehicle of the appropriate class. You cannot even schedule that test until you have held your CLP for at least 14 days after it was first issued.3FMCSA. Three-Month Waiver for States and CLP Holders (December 1, 2022)
The vehicle you test in matters. If you test in a Class B passenger vehicle while holding a Class A permit, you will not get a full removal; instead you will receive a restriction limiting you to Class B and C passenger vehicles. Pass the skills test in the correct class, and the state issues a CDL with the passenger endorsement and no restriction P.4FMCSA. Drivers – FMCSA
What P Means on a Standard Driver’s License
Outside the CDL system, there is no national standard. Each state writes its own list of restriction codes, and the letter P can refer to very different requirements. In some states it indicates that the vehicle must be equipped with a specific device, such as an ignition interlock. In others, it refers to a mechanical equipment requirement like a steering-column-mounted accelerator. At least one state uses P-series codes (P2, P3, P4) to limit driving to specific purposes such as commuting to work or school.
Because of that variation, there is no shortcut: you have to check with the agency that issued your license. Your state’s motor vehicle department website will publish a list of restriction codes and their meanings, usually in the driver handbook or on a page titled something like “license endorsements and restrictions.”
Restriction P Does Not Mean Provisional
A frequent assumption is that P stands for “provisional.” It does not, in any state that publishes its restriction code definitions. Provisional licenses for teen and new drivers do exist in every state as part of graduated driver licensing programs, but they are identified differently: some states use other letter codes, some use a distinct license class, and many simply print “provisional” or “intermediate” on the card rather than using a single-letter restriction.
Provisional licenses carry their own rules, including nighttime curfews, passenger limits, and cell phone bans that phase out over time.5IIHS. Graduated Licensing Laws Those rules are separate from anything labeled restriction P.
Consequences of Violating the Restriction
Driving outside a license restriction is a traffic offense, and the penalties depend on which restriction and which state. For CDL holders, operating a passenger bus in violation of restriction P is treated seriously because public safety is directly at stake. Employers are also prohibited from knowingly allowing a CLP holder to carry passengers in violation of the restriction, and a violation can jeopardize both the driver’s and the employer’s operating authority.
For non-commercial restrictions, penalties commonly include fines, points on your driving record, and the possibility of suspension. If you hold a provisional license and violate its terms, many states extend the provisional period instead of just fining you.6Michigan Legislature. Michigan Vehicle Code 257.310e – Graduated Licensing Repeated or serious violations can lead to outright suspension.
How to Confirm What Your P Code Requires
Start with the card itself. Most states print a legend of active restrictions on the back. If the back lists only the code without an explanation, search your state’s motor vehicle department website for “restriction codes” or check the online driver handbook. If you still cannot find a clear answer, your local licensing office can give you a definitive explanation and tell you what, if anything, you need to do to have the restriction removed.
