YouTube Partner Program Eligibility: Tiers, Content Rules, and Payouts

To join the YouTube Partner Program, your channel needs to clear one of two subscriber-and-viewership thresholds, have 2-Step Verification turned on, link to an AdSense account, and follow YouTube’s Community Guidelines and monetization policies. The YouTube Partner Program requirements come in two tiers: an early-access level at 500 subscribers that unlocks fan funding, and full monetization at 1,000 subscribers that adds ad revenue sharing.1YouTube Help. YouTube Partner Program Overview and Eligibility

The Two Eligibility Tiers

Which tier you qualify for determines what you can earn from. The lower tier gets you fan funding tools. The upper tier gets you ads.

Early Access at 500 Subscribers

The entry tier asks for 500 subscribers, at least three public uploads in the past 90 days, and one of two viewership benchmarks: 3,000 valid public watch hours over the past 12 months, or 3 million valid public Shorts views within 90 days.2YouTube Help. Overview of the Expanded YouTube Partner Program Once you’re in, you can turn on channel memberships, Super Chat, Super Stickers, Super Thanks, Jewels and gifts, and connect a store through YouTube Shopping. Ads on your videos aren’t part of this tier.

Full Monetization at 1,000 Subscribers

The full tier unlocks ad revenue and YouTube Premium revenue. You need 1,000 subscribers, plus either 4,000 valid public watch hours over the past 12 months or 10 million valid public Shorts views within 90 days. If you’re already in the early-access tier, crossing these thresholds upgrades you without a new application.

Account Prerequisites

Both tiers require 2-Step Verification on your Google Account and a linked AdSense for YouTube account.1YouTube Help. Review combines automated systems with human reviewers who look at your most popular and most recent uploads and weigh the channel as a whole. A decision typically arrives by email within about a month.

Content and Originality Rules

Hitting the subscriber and viewership numbers isn’t a guarantee of acceptance. Your channel has to comply with YouTube’s Community Guidelines and Channel Monetization Policies at the time you apply and on an ongoing basis after. Active Community Guidelines strikes will stall or block an application.

Reused and Inauthentic Content

Two categories get applications denied even when the metrics look fine. Reused content means uploading material from other creators or outside sources without adding meaningful commentary, editing, or educational context. The classic example is a compilation channel stitching clips together with background music. Inauthentic content refers to mass-produced, template-driven videos with minimal variation between uploads.3YouTube Help. YouTube Channel Monetization Policies

Staying Active After Approval

Getting in doesn’t mean you can stop posting. YouTube reserves the right to remove monetization from channels that go six months or more without uploading a video or making a community post.4YouTube Help. My Channel Is Approved to Monetize FAQs There’s no guaranteed grace period. A community tab post during an extended break can help show the channel is still active.

What You Earn and How Ads Are Judged

The revenue split depends on the type of content. For standard Watch Page ads on longer videos, creators receive 55% of net ad revenue. For Shorts Feed ads, creators receive 45% of the revenue allocated to them from a pooled fund, based on their share of total Shorts views.5YouTube Help. Payments don’t go out until your balance reaches $100 for U.S.-based creators paid in USD.6YouTube Help. Meet YouTube Revenue Thresholds for Payment Anything below that rolls over to the next cycle. Your AdSense account also has to be in good standing with no holds.

Advertiser-Friendly Content

Being in the Partner Program doesn’t mean every video earns the same. Individual uploads can earn full, limited, or zero ad revenue depending on whether they meet YouTube’s advertiser-friendly content guidelines. YouTube Studio marks each video with a color-coded icon: green means suitable for most advertisers, yellow means some or all brands have opted out.7YouTube Help. Monetization Icon Guide for YouTube Studio Yellow videos often earn a fraction of what a green video with the same views would.

During upload, you’re expected to rate your own video against the guidelines, flagging strong language, violence, drug references, adult themes, or other sensitive material. Honest self-rating helps YouTube’s systems place appropriate ads and reduces false-positive yellow icons. Consistently misrepresenting content can cost you the ability to self-certify or suspend monetization entirely.

Profanity rules are looser than they used to be. Strong profanity, including variations of the f-word, used within the first seven seconds of a video is eligible for full ad revenue. Profanity used naturally throughout a video is generally treated the same way. Remaining restrictions focus on profanity in titles or thumbnails and on extreme slurs.

Disclosing AI and Altered Content

If you use AI tools to create content that looks realistic, making a real person appear to say something they didn’t, altering footage of real events, or generating scenes that didn’t happen, you have to disclose it using the altered content label in YouTube Studio during upload.8YouTube Help. Disclosing Use of Altered or Synthetic Content The label appears in the expanded description, and for sensitive topics like elections, health, or natural disasters, a more prominent label shows up directly in the video player. Obviously unrealistic content, minor edits like color correction or background blur, and gameplay footage don’t need disclosure. Repeated failure to disclose can escalate to a permanent label you can’t remove, content removal, or suspension from the Partner Program.

AdSense, Taxes, and Getting Paid

To receive earnings, you need an active AdSense for YouTube account linked to your channel.9YouTube Help. Change Your Linked AdSense for YouTube Account Setup requires tax information, a verified mailing address, and identity documentation. U.S. residents submit a Form W-9 with their Social Security number or EIN. Skipping that step or giving an invalid number means Google must withhold 24% of your earnings under IRS backup withholding rules.10Internal Revenue Service. Backup Withholding That money goes to the IRS, and recovering it requires filing a return and waiting for a refund.

YouTube ad revenue and fan funding income are self-employment income for IRS purposes. Google issues a 1099-NEC if you earn $600 or more in a tax year, but amounts below that are still taxable. As a self-employed creator, you owe 15.3% self-employment tax on net earnings (12.4% Social Security plus 2.9% Medicare) on top of regular income tax.11Internal Revenue Service. Self-Employment Tax (Social Security and Medicare Taxes) Nothing is withheld from your YouTube payments, which catches many new creators off guard.

If you expect to owe $1,000 or more in taxes for the year, the IRS expects quarterly estimated tax payments.12Internal Revenue Service. Estimated Taxes Missing those deadlines triggers penalties even if you pay in full at tax time.

If You’re Rejected

A rejected application can be resubmitted after 30 days for a first rejection or 90 days for subsequent ones.13YouTube Help. My Channel Was Rejected for Monetization FAQs Use the wait to read the rejection reason, clean up or remove problematic uploads, and strengthen the originality of recent content. Reapplying without changes usually earns another wait.

If you believe the decision was wrong, you can file a formal appeal within 21 days of the rejection, regardless of how many times you’ve applied.13YouTube Help. My Channel Was Rejected for Monetization FAQs The appeal is submitted as an unlisted video on the rejected channel that walks through specific monetization policies and shows how your content follows them.
